The provisional plates stipulate that licensees must maintain a blood alcohol limit of zero, a condition that Assistant Police Commissioner Robert Hill believes will slash the number of young people killed on Australian roads. He said that 40% of people aged 20 to 25 killed on Australian roads every year were victims of drunk driving.
